Permits

Building permits are required for work being done in the City of Clinton, including, but not limited to: new buildings, additions, renovations, roofs, siding, furnaces, water heaters, decks, porches, ramps, flat work, signs, fences, pools, new electrical, home based businesses. If you are in doubt as to if you need a permit or not, call our office 563-244-3360, ext. 2.
For new building construction, existing building addition, or interior renovations, plan review are required. All plans need to be submitted digitally. Commercial projects need to be stamped by an Iowa certified/licensed Architect/Engineer.
All plans for developing new construction / additions must include a Storm Water Management Plan that includes erosion control and ADA plan (if commercial or industrial), approved through Engineering. No permit will be issued until a full plan review is complete. No inspections will be done until plans and erosion control have been verified and approved.

Residential
The City of Clinton Iowa has adopted the Iowa State Building Code, see Chapter 154 of the City of Clinton Municipal Code, this chapter shall apply only to new construction. All required building permit inspections shall be performed by the Fire Marshal, Building and Neighborhood Service Director, Code Official, or their designee. The Building and Neighborhood Services Director or his or her designee shall have the authority to accept and approve reports of inspection by approved agencies or individuals. Reports of inspections shall be in writing and be certified by the approved individual or the responsible officer of the approved agency. The owner of the building or structure being inspected shall bear all costs of the inspection.
